In December 2020, the National Infrastructure Commission published its Rail Needs Assessment for the North and Midlands, to inform the government’s forthcoming Integrated Rail Plan. The Commission set out options for government based on three indicative budgets, and grouped sets of schemes into two broad strategic outcomes - those which prioritise regional links, and those which focus on longer distance links.
